  16. <p>Operation Green Ice breaks up the Cali cartel's financial network
  17. </p>
  18. <p>    "We've put a smart bomb down the smokestack of the financial
  19. part of the Cali cartel's operations," said U.S. Deputy
  20. Attorney General George Terwilliger. The Desert Storm
  21. terminology seemed at odds with the central metaphor of
  22. Operation Green Ice, the international drug bust that broke up
  23. the complex financial infrastructure of Colombia's premier
  24. cocaine cartel. But the effect was at least as impressive.
  25. Law-enforcement officials from the U.S. and seven other nations
  26. coordinated an assault of unprecedented depth and scope on
  27. Cali's network of money managers and distributors. At week's
  28. end, more than 165 people had been arrested, including seven of
  29. the cartel's most important money launderers, seizing $50.3
  30. million in ill-gotten assets and uncovering mountains of cartel
  31. financial records.

  33. <p>    For the first time, Italian, Spanish and British police
  34. joined their counterparts in the Drug Enforcement Administration
  35. in undercover storefront stings that penetrated the cartel's
  36. money-moving operations in Europe. In Rome, authorities arrested
  37. 30 people, including one member apiece from each of Italy's most
  38. legendary -- and lethal -- organized crime groups: the Mafia,
  39. Camorra and 'Ndrangheta. The arrests underscored the existence
  40. of a dangerous alliance between the Cali cartel, which controls
  41. 80% to 90% of the world cocaine production, and Italy's
  42. formidable organized crime groups. "Money is the life blood of
  43. a drug organization, and our efforts to dismantle the financial
  44. apparatus are as important as, if not more important than, drug
  45. seizures," said the Justice Department's Terwilliger. But the
  46. heavy demand for drugs -- both in the U.S. and Europe --
  47. suggests there's plenty of life left in the cocaine business.
